5. Qualification Requirements for Bidder / 报价人资格要求

5.1 具有独立法人资格的企业单位，具有独立承担民事责任的能力；

An enterprise with independent legal person qualification and the capacity to independently bear civil liabilities.

5.2. 投标人具有良好的营业财务状况，能够支撑本项目 EPC 包干项目执行；

The bidder shall have sound business and financial status capable of supporting the execution of this lump‑sum EPC project.

5.3. 最近三年内没有骗取中标和严重违约等重大违法记录；

No major illegal records such as fraudulently winning bids or serious breach of contract in the past three years.

5.4. 具有依法缴纳税收和社会保障资金的良好记录；

Possess good records of paying taxes and social security funds in accordance with the law.

5.5. 具备履行本 EPC 合同必须的设备、工装、专业技术人员、深化设计、系统集成能力；

Possess necessary equipment, tooling, professional technical personnel, detailed engineering and system integration capabilities to perform this EPC contract.

6. Acquisition of Negotiation Procurement Documents / 谈判采购文件的获取

All interested bidders shall log on to Inspur Electronic Procurement Platform (https://****.com) to download electronic documents during 09:30:00, 2026-09-12 to 10:00:00, 2026-09-15 (Beijing Time). 凡有意参加报价者，请于 2026-09-12 09:30:00 至 2026-09-15 10:00:00（北京时间，下同)，***平台（https://****.com）下载电子文件。

7. Submission and Opening of Bid Documents / 报价文件递交及报价开启

7.1 The deadline for submission of bid documents (bid deadline) is 10:00:00, 2026-09-15. Responders shall submit electronic bid documents via Inspur Electronic Procurement Platform (https://****.com) before the deadline. 报价文件递交的截止时间（投标截止时间，下同）为 2026-09-15 10:00:00，响应人***平台（https://****.com）递交电子报价文件。
