为规范美的欧洲前置仓物流服务业务管理，提升保税堆场、保税仓、清关及配送效率，保障库存管理准确性及货物安全性，降低物流运营风险，建立公平、透明、开放的竞争机制，坚持"公开、公平、公正、透明"的原则，****中心（以下简称"招标方"）****楼宇欧洲前置仓物流服务组织公开招标，诚邀具备相应资质与服务能力的供应商参与投标。

To standardize the management of Midea's European front warehouse logistics services, enhance the efficiency of bonded yards, bonded warehouses, customs clearance, and distribution, ensure the accuracy of inventory management and the security of goods, reduce logistics operation risks, and establish a fair, transparent, and open competitive mechanism, adhering to the principles of 'openness, fairness, justice, and transparency,' the Midea International Supply Chain Capabilities Center (hereinafter referred to as 'the Tenderer') organizes a public tender for European front warehouse logistics services for home and building use, sincerely inviting suppliers with corresponding qualifications and service capabilities to participate in the bidding.

一、标的介绍

I. Item Introduction

1、标的信息： 本次招标项目为美的欧洲前置仓物流服务，覆盖西班牙、荷兰、希腊三个区域，涵盖保税堆场服务、保税仓储服务、头程清关与运输服务、T1过境服务、配送服务及相关增值服务。本次招标范围不含二程运输服务，但供应商须具备二程运输服务能力（海运、陆运、铁陆联运等），以满足客户自提后的潜在需求。具体标段划分如下：

1. Item Information: This tender project pertains to Midea's European front warehouse logistics services, covering Spain, the Netherlands, and Greece. It includes bonded stacking yard services, bonded warehousing services, first-leg customs clearance and transportation services, T1 transit services, distribution services, and related value-added services. The scope of this tender does not include second-leg transportation services, but suppliers must possess the capability for second-leg transportation services (such as ocean freight, overland transport, and multimodal transport by rail and road) to meet potential customer needs after self-collection. The specific tender segments are divided as follows:

标段一：希腊保税堆场标段

Segment One: Greek Bonded Yard Segment

服务范围：比雷埃夫斯港保税堆场全流程服务，涵盖整柜到港接收、堆场堆存管理、头程清关、T1过境文件办理、堆场安全管理等工作事项。

Scope of Services: Full range of services at the Piraeus Port bonded yard, including container reception upon arrival, yard storage management, customs clearance, processing of T1 transit documents, yard safety management, among others.

标段二：希腊保税仓标段

Segment Two: Greek Bonded Warehouse Segment

服务范围：比雷埃夫斯港保税仓全流程服务，涵盖保税仓入库上架、库内分拣、出库装柜、头程清关、T1过境文件办理、库存准确性管理、仓库6S执行等工作事项。

Scope of Services: Full range of services at the Piraeus Port bonded warehouse, including inbound receiving and shelving, in-warehouse sorting and picking, outbound loading, customs clearance, processing of T1 transit documents, inventory accuracy management, implementation of warehouse 6S, among others.

标段三：西班牙保税堆场标段

Segment Three: Spanish Bonded Yard Segment

服务范围：巴塞罗那港保税堆场全流程服务，涵盖整柜到港接收、T1过境文件办理、堆场堆存管理、封条管理、超期预警、提箱调度、清关协调、堆场安全管理等工作事项。

Scope of Services: Full range of services at the Barcelona Port bonded yard, including container reception upon arrival, processing of T1 transit documents, yard storage management, seal management, overdue alerts, container pickup scheduling, customs clearance coordination, yard safety management, among others.

标段四：荷兰保税堆场标段

Segment Four: Dutch Bonded Yard Segment

服务范围：鹿特丹港保税堆场全流程服务，涵盖整柜到港接收、T1过境转关服务、堆场堆存管理、封条管理、超期预警、提箱调度、清关协调、堆场安全管理等工作事项。

Scope of Services: Full services for the bonded yard at the Port of Rotterdam, including FCL reception at the port, processing of T1 transit documents, yard storage management, seal management, overdue warning, container dispatching, customs clearance coordination, yard safety management, etc.

2、合同期限： 2027年1月1日—2028年12月31日（具体起止时间以双方签订的正式合同为准）。

2. Contract Term: January 1, 2027 to December 31, 2028 (the exact start and end dates shall be based on the formal contract signed by both parties).

3、业务说明： 本次招标将美的欧洲前置仓业务划分为希腊保税堆场、希腊保税仓、西班牙、荷兰四个标段，分别位于比雷埃夫斯港、巴塞罗那港和鹿特丹港，服务范围涵盖保税堆场、保税仓储、头程清关、T1过境及配送全流程。供应商可根据自身资质及运营能力，选择单一标段或多个标段投标，同一供应商可中标多个标段。招标方将按标段独立评标、独立定标，各标段评标规则统一，具体业务量以实际发生为准，招标方不作保底承诺。

3. Business Description: This tender divides Midea's European FDC business into four segments: the Greek bonded yard, the Greek bonded warehouse, the Spanish bonded yard, and the Dutch bonded yard, located at the Port of Piraeus, Port of Barcelona, and Port of Rotterdam, respectively, with service coverage including bonded yard, bonded warehousing, headhaul customs clearance, T1 transit, and full distribution process. Suppliers may bid for a single segment or multiple segments based on their qualifications and operational capabilities. The same supplier may win multiple segments. The tenderer will evaluate and award each segment independently. The evaluation rules for each segment are consistent, and the actual business volume will be based on actual occurrences. The tenderer does not provide a minimum guarantee.

4、评标方式： 本次招标采用综合标评标，核心评分标准为"服务标30%+价格标70%"，兼顾服务质量与价格竞争力。设置最低准入门槛：供应商线上述标初评（"述标评分"）需达到60分（满分100分）方可进入综合标评审环节，低于60分的供应商直接淘汰，不进入后续价格标评审。述标评审是供应商能否进入综合标评审环节的必要前提，未参与或述标不合格的供应商不具备价格标评审资格。述标评分≥60分进入综合标的供应商，方可进入后续线上综合标评审。

4. Evaluation method: This tender will use a comprehensive evaluation. The core scoring criteria are 'Service 30% + Price 70%,' balancing service quality with price competitiveness. Minimum entry threshold: Initial online evaluation ("presentation score") of suppliers must reach 60 points (out of a total of 100 points) to enter the comprehensive evaluation stage. Suppliers scoring below 60 points will be directly eliminated and will not proceed to the subsequent price evaluation. The pre-bid presentation review is a necessary prerequisite for suppliers to enter the comprehensive bid review stage. Suppliers who do not participate or have an unsatisfactory pre-bid presentation are not eligible for price bid evaluation. Suppliers with a pre-bid presentation score of ≥60 points can proceed to the comprehensive bid review.

综合得分 = 服务标得分 × 30% + 价格标得分 × 70%。综合评分最高者即为第一中标候选人。若出现综合得分相同的，以价格标得分高者优先；价格标得分仍相同的，以服务标得分高者优先。

Comprehensive Score = Service Bid Score × 30% + Price Bid Score × 70%. The supplier with the highest comprehensive score will be the first preferred bidder. In case of a tie in comprehensive scores, the supplier with the higher price bid score will be given priority; if the price bid scores are also the same, the supplier with the higher service bid score will be given priority.

5、报价方式： 所有报价通过电子邮件提交，采用“2轮报价+N轮议价”模式（不设现场报价环节）。第一轮报价后，招标小组核查报价合规性并核算综合得分，保留所有参与投标的供应商进入第二轮报价；第二轮报价不得高于自身第一轮报价；第二轮报价后，按综合得分从高到低保留排名前三的供应商进入议价环节；议价环节由招标小组组织线上议价，投标人可自愿下调报价（不得高于自身第二轮报价），最终确定各投标人有效报价。

5. All quotations must be submitted via email, using a “2-round quotation + N-round negotiation” process (no on-site quotation). After the first round, the tender panel will verify compliance and calculate comprehensive scores, retaining all bidders for the second round. The second-round quotation must not exceed the bidder’s own first-round quotation. After the second round, the top three bidders by comprehensive score will enter the negotiation stage. The negotiation will be organized online by the tender panel; bidders may voluntarily lower their quotations (not exceeding their second-round quotation), and the final valid quotation will be determined.

6、答疑方式： 本次招标设线上标前会及统一答疑。供应商须在标前会前整理对招标文件的完整问题清单，线上标前会时统一提交并口头答疑，招标小组当场回复。标前会时间：2026年10月20日（未完成则顺延），具体参会链接另行通知。招标方将在标前会后3个工作日内统一整理答疑记录，以邮件形式同步所有报名供应商。

6. Method of Clarification: For this tender, an online pre-bid conference and unified Q&A session will be set up. Suppliers must prepare a complete list of questions on the tender documents before the pre-bid conference, submit and orally clarify them during the online pre-bid conference, and the tender panel will respond on the spot. The pre-bid conference is scheduled for October 20 of 2026 (subject to change if not completed), the specific meeting link will be notified separately. The tenderer will consolidate the Q&A records within 3 working days after the pre-bid conference and synchronize them via email to all registered suppliers.

7、其他需求： 本项目相关未尽事宜，均以美的国际物流服务协议条款及招标说明书为准。

7. Other Requirements: For matters not covered in this project, the terms of the Midea International Logistics Service Agreement and the tender documents shall apply.

（一）供应商资质要求及材料提交

I) Supplier Qualification Requirements and Document Submission

本次招标供应商资质明确以下基本资质要求，所有证明材料均需提供扫描件并加盖公司公章，需真实有效、在有效期内，具体如下：

The bidders for this tender must meet the following basic qualification requirements, and all supporting documents must be provided as scanned copies with the company seal, which must be genuine, valid, and within their validity period, as follows:

（二）通用禁止投标情形

(2) General Prohibition on Bidding Scenarios

法定代表人为同一人的两家及多家公司，不得同时参加本次招标；

Companies with the same legal representative shall not participate in this tender simultaneously;

存在控股、参股、交叉持股或直接管理关系的两家及多家公司，不得同时参加本次招标；

Companies with controlling, shareholding, cross-shareholding, or direct management relationships shall not participate in this tender simultaneously;

存在其他可能影响招投标活动公平、公正进行的关联关系的两家及多家公司，不得同时参加本次招标；

Two or more companies that have an affiliation which may affect the fairness and impartiality of the bidding activities shall not participate in the bidding simultaneously;

股东为美的集团在职员工亲属（指配偶、直系血亲、三代以内旁系血亲、近姻亲关系）的供应商；

Suppliers where the shareholders are relatives (spouses, direct lineal relatives, collateral relatives within three generations, close kinship relations) of Midea Group employees;

在美的集团离职前三年内，曾任Band7（原17级或18级）及以上职位的人员，在供应商处担任管理层、股东或销售岗位的供应商；

Suppliers where individuals who previously held Band 7 (formerly Level 17 or 18) or higher positions within the last three years before leaving Midea Group serve in management, shareholder, or sales roles;

公司法人、股东及业务人员已被列入美的集团黑名单的供应商。

Suppliers whose legal person, shareholders, and business personnel have been placed on the Midea Group blacklist;
