Procurement Requirements:

合同履约期限：在 2026 年 12 月 31 日前完成设备的安装、调试并通过验收，自验收合格之 日起提供3年的电梯远程监测运维服务。

The Contract Period: Complete the installation, commissioning, and acceptance of the equipment by December 31,2026, and provide three years of remote monitoring and operation & maintenance services for the elevators from the date the equipment passes acceptance.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: 1) Implement reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement, and provide support policies for SMEs: This project specifically targets procurement from SMEs; during the evaluation process, products from micro and small enterprises shall not be eligible for price discounts. 2) Provide support to prison enterprises and welfare institutions for persons with disabilities, treating them as equivalent to micro and small enterprises.

(c)本项目的特定资格要求：3.1 本项目面向中小企业（含中型、小型、微型企业）采购；3.2 未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；3.3 本项目不接受联合体形式投标。
3.4 供应商单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。

(c)Specific qualification requirements for this program: 3.1 This project shall be procured from small and medium-sized enterprises (including medium-sized, small, and micro enterprises); 3.2 The supplier shall not be listed as a dishonest judgment debtor, a party involved in major tax violation cases, or a record of serious illegal and dishonest conduct in government procurement on "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.****.gov.cn); 3.3 This project does not accept bids in the form of a consortium; 3.4 Different entities whose heads are the same person or which have holding or management relationships shall not participate in bidding for the same bid section or for the same bidding project without divided bid sections. Suppliers that provide overall design, specification preparation, project management, supervision, testing, or other related services for a procurement project shall not participate in other procurement activities of that same project.
