1.2 采购内容及分包（标包）划分情况：本项目计划本项目划分三个标包。

标包二：中国电信舂坎角登陆站至荃湾POP机房1对裸光纤资源，10/15年期IRU，光纤无保护要求

Competitive Negotiation Announcement for China Telecom 2026 Hong Kong Local Dark Fibre IRU Procurement Project

Procurement Entity: China Telecom Global Limited. The project funds are secured, and procurement conditions are met. This public competitive negotiation invites qualified potential suppliers capable of delivering the required products/services to participate.

1. Project Overview and Procurement Scope

1.1 Project Overview: This project aims to procure (1)1x Fibre pair from China Telecom Mega-Two POP to EQ HK2 POP, with a 10/15-year Indefeasible Right of Use (IRU). The fibre pair is non-protected. (2)1x Fibre pair from China Telecom CHK cable landing station to EQ HK2 POP, with a 10/15-year Indefeasible Right of Use (IRU). The fibre pair is non-protected. (3) 1x Fibre pair from China Telecom TKO IDC building to Mega-I POP, with a 10/15-year Indefeasible Right of Use (IRU). The fibre pair is non-protected.

1.2 Procurement Scope and Package Division:

· Content: 3×pairs dark fibre IRU, HK local to local.

· Service Term: 10/15-year IRU.
