  简要规则描述：根据《浦东新区农村公路建设规划（2023-2027）建设工作要求》，对该路段进行提档升级。实施范围为东起六奉公路，西至S2沪芦高速（新场界），总长度为2664.83m，宽度约为6.66m，总面积为17738m2。对一般路段车行道铣刨加罩、强度不同的区域采取基层补强，更换路缘石，修整土路肩及绿化（行道树）修复，重新漆画道路标线、增设警示标牌、红白杆、局部增设防撞栏杆等，同步实施道路附属工程、安防工程。

  Brief Specification Description:In accordance with the "Construction Requirements of the Rural Road Construction Plan for Pudong New Area (2023–2027)," this road section will undergo an upgrade and enhancement project. The scope of implementation extends from Liufeng Highway in the east to the S2 Hu-Lu Expressway (Xinchang boundary) in the west, covering a total length of 2,664.83 m, a width of approximately 6.66 m, and a total area of 17,738 m². For ordinary road sections, the following measures will be implemented: milling and overlaying of the carriageway; reinforcement of the base course in areas with varying load capacities; replacement of curbs; restoration of earth shoulders and landscaping (including roadside trees); repainting of road markings; installation of warning signs, red-and-white bollards, and localized anti-collision railings; as well as the concurrent execution of ancillary road works and safety enhancement projects.

  (b)落实政府采购政策需满足的资格要求：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠，残疾人福利性单位， 将其视同小微型企业。

  (b)Qualification requirements to be met to implement government procurement policies:This project is specifically designed for procurement by small and medium-sized enterprises (SMEs). During the evaluation process, products from SMEs are not subject to price discounts; furthermore, welfare-oriented entities for persons with disabilities are treated as micro and small enterprises.

  (c)本项目的特定资格要求：2）具有市政公用施工总承包三级及其以上资质。3）拟派项目经理具备市政公用专业注册建造师二级及其以上资格。

  (c)Specific qualification requirements for this program:2）Hold a Grade III or higher qualification for general contracting of municipal public works. 3) The proposed project manager shall hold a Grade II or higher qualification as a registered constructor specializing in municipal public works.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
