  Brief specification description or basic overview of the project:Procurement of 8 sets of high-definition video composite detectors (including lens brackets), 2 sets of Host 1, 9 sets of Host 2, 30 sets of illegal parking dome cameras, 70 pieces of 4T hard disks, 200 optical transceivers, 1 set of intelligent analysis node and others, to meet the requirements for maintenance of front-end equipment and infrastructure of the electronic police O&M system for the existing intelligent transportation system of Pudong Public Security Sub-bureau(For specific requirements, see Chapter 3 of the bidding documents).

  Brief specification description or basic overview of the project:Procurement of 14 sets of 9MP eco-friendly license plate recognition equipment, 28 supplementary light lamps, 7 control hosts (with 8TB hard disks), 1 text-type variable message sign, 20 sets of 8MP fixed intelligent box cameras (including lenses), 50 sets of 8MP high-definition intelligent PTZ cameras, 6 sets of optical transceiver cabinets, 50 sets of industrial-grade optical transceivers, 1 set of computer room air conditioner, and 50 radar-video integrated all-in-one machines to meet the daily requirements for communication and hardware maintenance of the existing intelligent transportation system of the Purchaser(For specific requirements, see Chapter 3 of the bidding documents).

  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。

  (b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.

  (c)本项目的特定资格要求：3）本项目为非专门面向中小企业的项目；4）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
  5）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
  6）本项目不接受联合体投标。

  (c)Specific qualification requirements for this program:(iii)This project is not specially reserved for small and medium-sized enterprises (SMEs).(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
  (v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
  (vi)This project does not accept bids from consortia.
