Bids are hereby conducting an open bidding for the Labor Outsourcing Services of PT ENFI GEM Engineering Indonesia for PT ENFI GEM ENGINEERING INDONESIA.

1.4 招标内容：恩菲印度尼西亚有限公司劳务外包服务（见附件1：服务范围）
Tender content: Labor Outsourcing Services for PT ENFI GEM Engineering Indonesia (see Annex 1: Scope of Services)
1.5 服务时间：服务期限三年，暂定为2026年9月20日至2029年9月19日，以签订合同日期起算。
Service Period: The service period is three years, tentatively from September 20th, 2026 to September 19th, 2029, calculated from the date of contract signing.
1.6 付款方式：投标人每次完成相应劳务服务后，招标人收到合规发票后十五日内付款。
Payment method: Payment within fifteen days upon receipt of compliant invoice, after services completed each time.
1.7 本招标文件语言中英双语，以英文为准。
The language of this bid document is in Chinese and English, of which English shall prevail.
2. 投标人基本资格条件
Basic Qualifications of the Bidder
2.1 本次招标不接受代理商投标。
2.1Agent bidding is not accepted in this bidding.
2.2有能力提供招标货物服务的供应商，投标人基本资格条件见第一章。
2.2 Suppliers capable of providing the tendering Services. Refers Chapter 1 for qualification requirements.
2.3 在法律上和财务上独立（指企业法人）、合法运作并独立于招标人的供货人才能参加投标。
2.3 Only suppliers who are legally and financially independent (meaning the corporate legal person), legally operating and independent of the Tenderer can participate in the bidding.
3. 报名及招标文件获取
Registration and acquisition of bidding documents
3.1报名时间：具体以***平台（https://****.com.cn）以下称“***平台”发布时间为准。
Registration time (Bidding documents publish time)： The release time refers Supply Chain Management Platform (https://****.com.cn) hereinafter referred to as "Supply Chain Management Platform" of China Minerals Group Co., LTD shall be as the criterion.
3.2报名地点：招标人***平台发布招标公告，符合资质的投标人应通过向投标人的电子邮件地址（li****@****.****.cn）发送邮件的方式表达其报名意向，招标人将通过电子邮件地址（li****@****.****.cn）向符合投标人资格条件的投标人发送招标文件。
Registration Place: The Tenderee will publish bidding announcement through the Supply Chain Management Platform of China Minerals Corporation. Bidders meeting the basic qualifications of shall express their intention to attend by sending emails to the tenderer's email address (li****@****.****.cn), and the Tenderee will send Bidding Documents to the bidders.
3.3招标文件发布地点：
招标人将通过li****@****.****.cn向潜在投标人发送招标文件。

3.4 投标人须在表明其报名意图时，向招标人邮箱发送如下文件原件的扫描件：
（1）营业执照或企业在注册国的登记证书；
（2）办理人的身份证或护照。
3.4 The bidder shall send the scanned copies of the following documents to the email address of the tenderee when expressing their intention to attend:
(1) The business license or the registration certificate of the enterprise in the country of registration;
(2) The applicant person's id card or passport.
4. 投标文件提交及开标
4.Submission of Bid Documents and Bid Opening
4.1 投标截止时间及开标时间：***平台，逾期递交或不符合规定的投标文件恕不接受。投标人应在截止时间将报价发送到li****@****.****.cn邮箱。
Deadline for submission of Bids and Time of bid opening: refers to Supply Chain Management Platform, late submission or non-conforming Tendering Documents will not be accepted. Bidders shall submit electronic Tendering Documents to li****@****.****.cn before the deadline.
4.2 投标文件递交方式：
电子版投标文件：投标人须在投标截止时间前，向li****@****.****.cn 邮箱发送加密的PDF投标文件。若投标人未按照要求提供加密的投标文件，招标人将不为可能带来的问题承担任何责任。无需提交纸质版投标文件。
Submission method of tendering documents:
Electronic tendering documents: The bidder shall send the encrypted PDF tendering documents to the li****@****.****.cn mailbox before the bidding deadline. If the bidder fails to provide the encrypted tendering documents as required, the tenderer will not assume any responsibility for any problems that may arise. No paper submission of the tender documents is required.

4.4 开标形式：投标人在投标截止时间后1个小时内，向招标人邮箱发送投标文件的解密密码，招标人在收到解密密码后进行投标文件的解密及开标。
Method of bid opening: the bidder shall send the decryption password of the tendering documents to li****@****.****.cn of the tenderer within 1 hour after the bidding deadline, and the tenderer shall decrypt the tendering documents and open the bid opening after receiving the decryption password.
